Short answer

The WhatsApp Business API (officially the WhatsApp Business Platform) is not sold by Meta directly. Access is provided through a BSP — a Business Solution Provider. Hong Kong companies can use a local platform such as FavCRM, SleekFlow or Omnichat, or an international provider such as respond.io, Wati, 360dialog or Twilio.

How the API differs from the free WhatsApp Business app

The WhatsApp Business app is one account on one phone, answered by hand. The API has no interface of its own — a BSP connects it to your systems so a team can share an inbox, send approved templates automatically, and tie conversations to your own customer records.

  • App: free, single device, manual. Fine for a one-person shop.
  • API: charged per message, shared multi-user inbox, automated template sending, connects to a CRM and booking system.
  • You cannot self-register for API access. It runs through a BSP against a verified business account.

Who provides the WhatsApp Business API in Hong Kong

The Hong Kong market splits three ways: local operations platforms, local messaging platforms, and international messaging or developer-facing providers. They all send messages. What separates them is how much exists beyond the message.

If your goal is high-volume broadcast marketing, a messaging platform is enough. If your goal is bookings, packages, deposits and follow-up, a messaging platform leaves you buying two more tools.

What the WhatsApp Business API costs in Hong Kong

Since 1 July 2025 Meta charges per template message, and only when it is delivered. The amount depends on the template category and the recipient country. Hong Kong utility and authentication rates increased on 1 July 2026. On top of Meta’s message fees, providers charge their own platform subscription.

Template approval and verified business profiles

Any message you start must use a pre-approved template. Meta reviews templates, usually within minutes to 24 hours. Rejections are mostly caused by promotional wording, misplaced variables, or the wrong category.

  • Choosing the wrong category — promotional content filed as utility — is the most common rejection reason, and it changes what you pay.
  • The green verified badge comes from Meta business verification. It is a separate process from template approval.
  • A good platform pre-checks templates, keeps version history, and leaves a human approval step before anything sends.

OTP, transactional and broadcast: what actually scales

Meta sets your sending limit by account quality tier — 1K, 10K, 100K or unlimited. It moves up and down with delivery and complaint rates. Your provider does not control it.

  • OTP runs on the authentication category, where Hong Kong rates rose in July 2026 — noticeable at volume.
  • Blocks and complaints push your tier down, so list quality directly drives both your cost and your ceiling.
  • Ask a provider: how are retries handled, can you see delivery reports, and can you send by customer segment rather than blasting the whole list.

After the message: bookings, packages and payments

For a Hong Kong service business, the common WhatsApp message is not a campaign. It is “do you have a slot”, “how much”, and “how many sessions do I have left”. None of those answers live in a messaging platform. They live in the customer record.

When messaging and booking are separate systems, a customer asks about their remaining sessions and your staff either open a second system or answer from memory. That — not sending messages — is the real operational problem for most Hong Kong service businesses.

What to ask before choosing a provider

Almost every provider can send a message. These are the questions that separate them.

  1. How are message fees and platform fees billed separately? Is there a minimum spend?
  2. When a customer asks how many sessions they have left, does staff need to open a second system?
  3. Can you collect a deposit by FPS inside the conversation and have the package balance update itself?
  4. Is there a human approval step before automated messages send, and is every edit logged?
  5. Is the interface and support available in Traditional Chinese, in Hong Kong hours?
  6. Who owns the customer data, and can you export all of it?
